Proper user management for bulk license plans

The bulk plan promises ' up to 10 users on 50 different devices.' , however currently there's no way to assign and manage users by emails which makes the service chaotic and not what it promises to be.

It will be very helpful to have at least a basic user management system for the bulk plan in place to avoid misuse of licenses and having to add and remove licenses all the time. I bought it to have some ease of mind when I share it with my team but now without knowing which email uses what license it's more of a headache.
