Implement RBAC API passthrough

Currently the API supports a single permissions that includes admin functions.

• Implement RBAC for API to allow selective access to different API routes.

• Integrate Portkey so that TM can act as an API gateway/router for API based interactions. https://github.com/Portkey-AI
