Implement openAI exact credit usage via their API
OpenAI now provides info on credit usage, shown here: https://help.openai.com/en/articles/6614209-how-do-i-check-my-token-usage
Would be nice if the credit cost usage was precise.

unfortunately this API doesn't work when response streaming is enabled. Still have to wait for OpenAI to support that.
