Get Project context via API

Instead of manually having to maintain files by updating via the UI and manage it every time something changes, allow getting that data via an API that runs at the start of every chat perhaps.

then it can stay in the system prompt or something, so that we can make use of cached prompts.

(unless this is already feasible with dynamic context if the dynamic context api is set up to return the same string every time, thereby allowing context caching?)
