I used TM across multiple devices. For "installed" applications on Windows and IOS, it seems like the sync settings are not synced.
I disable the Message Attachment sync (so I do not sync large attachments and images) but I have to do this on each device and application.
I logged in using a new private browsing session and the Message Attachments was now enabled.
