Enable granular control over chat log recording within the admin panel, with options to disable records for specific users or characters using a tagging system, ensuring privacy and data management compliance.

ability to delete chat logs for specific users / all users and the ability to set global and fine-grained retention limits.

also based on tags, ability to apply policies for data retention to specific groups (already exist for usage limits)
