Cloud Storage with Chat backup disabled

I have chats, and Message Attachments (Images, Files, etc.) disabled for backup.

However when I go to manage the Cloud Storage, I see that files are being stored there, for example, after generating an image.

Why are images and other files stored there, if I specifically disabled chats and files sync?
