Allow keyboard shortcuts when the chat input already has text

Currently, after the chat input has text, the only keyboard shortcuts that work are "Open Search" and "Toggle Sidebar". I often try to use the "New Chat" or "Clear Context" shortcuts, and then realize I need to delete my input first, then use the shortcut.

Note for "New Chat" shortcut - I think it should keep the current input when this is triggered.
