Add Toggle ON/OFF for chatlogs for individual users

Add possibility to Activate/Deactivate Chat Logs for individual users. Some users may not be bothered, others may ask us to deactivate chat-logs.

Scenario: My coaching business deals with sensitive, often very private questions. I would like to (need to) give users the choice.

Also: Add possibility to activate/deactivate chat-log feature access for different user-LEVELS:

Super Admin : always yes

Co-Admin: Yes/No

Content Moderator: Yes/No

Member: Yes/No
